Highway Facilities


 

Purpose

To construct a new Highway Garage (Vehicle Repair and Maintenance Facility) to facilitate continued delivery of essential services to its residents.

 
 

The Town of Caroline has recognized the importance of a Highway Garage (Vehicle Repair and Maintenance Facility) as vital to the continued delivery of essential services to its residents.

Considering the level of importance, the Town also notes that as these structures continue to age they become increasingly more expensive to maintain while at the same time the demand for space to meet the needs of the Town continue to grow.

NYS Local Finance Law LFN § 11.00 notes the Period of Probable Usefulness (PPU) for municipal buildings, such as those utilized by the Highway Department, as 30 years. Given that these highway facilities were constructed circa 1970 they have far exceeded their PPU by approximately 20 years.
